10 Easy Steps to Installing a PCI Adapter Card
With the Operating System Shutdown. Power off the computer from the back (if applicable)
Before beginning any install process, turn off all power to the computer and wait at least 30 seconds* before moving the computer or removing the case cover.
Although the power switch may be turned off, as long as the power cord is still attached to your wall outlet you run a risk of exposure to electricity while working inside an open computer case. Remove the power cord from the computer while working on it. This will ensure you are protected from any unforeseen electrical problems.

WARNING Do not reach into an open computer with a tool or hand while the power is on. This invites ESD and other damage to virtually every part of your computer.
* I prefer to press the power button on the front of the case and ensure the disc drives have completely stopped spinning and have parked their heads in the landing zone instead of waiting 30 seconds.
